Each municipality has laws governing the location and use of off leash areas. Leashes are required in all other areas of public property. Professionals should use their discretion and abide by these laws.

Muzzling laws that are in place for certain breeds of animals should be obeyed, however if the client refuses to muzzle their animal or provide a muzzle, the professional should use their judgement. Obtaining a signed waiver of responsibility and ensuring the safety of other animals and people in contact with the animal are necessary.

If the animal has had previous episodes of biting, and has been ordered to wear a muzzle by animal control, it is the professional's responsibility to educate the client on the necessity of the muzzle, and to take all measures necessary to ensure the safety of animals and people in contact with that animal. The professional should also ensure the client signs a waiver of responsibility indicating the client is liable for any and all damage inflicted by the animal, including injury to the professional. Realistically, if an animal is vicious and has previous attacks, this animal should not be walked by anyone other than the pet parent, and should not be walked in a group situation.
